Bolts are not producing any resistance

I am trying to design a joint but I cannot get it to work. The bolt row capacities are all listed as zero for the bolt resistance in tension. The joint type is a KN4 with a small haunch of web only. What is going wrong - anybody?

UPDATE: I tried two designs and I managed to get one to work. The one that works is on 203x203UKC's and it worked when I applied a flange to the haunch. Then the bolts calculated a non-zero tension.

The other connection is on 152x152UKC and does not work, even if I apply a haunch flange.

I have been playing around with this and there must be an error in the design methodology.

A simple joint with shear and moment, which passes the checks, is very difficult to achieve. The joint nearly always fails in shear and it is because the bolt shear is absurdly low. In a simple end-plate connection, I have tried adding a ludicrous number of bolts but the utilisation stays the same, regardless of how many bolts, and is governed by shear failure in the bolts.

The predefined joints are specified using the Swedish steel institute - SBI Detaljhandbok. Any special requirements for a specific joint might be mentioned in those books
